Your information is not correct. Actually when you set the xbox one S console resolution to 4K UHD, everything on the console—Home, games, and apps—will display at 4K. 4K content is displayed in its native 4K resolution, and other content (like 1080p content)
    is upscaled to 4K.

Xbox One S 4K upscaling for DVDs and standard Blu-rays

I would like to purchase a 4K Blu-ray Player for my new 4K TV, and the Xbox One S seems like a good choice since it can be used for gaming and other entertainment as well. However, I would also like to play non-4K discs (480p, 720p, 1080p) on the Xbox One
    S using a 4K TV.

    So, my question is:

Does the Blu-ray App on Xbox One S upscale SD (480p DVDs) and HD (720p & 1080p standard Blu-rays) discs to 4K?

    Xbox one S 1080p and 4K (Games)

are you upscaling some TVs do that you have to set it to game mode

Xbox one s can only do 1080p upscaling can cause artifacts regardless of system even ps4

If you had a Xbox one x you can do 4k

Ps 4 pro only upscaled and can cause issues

So 1080p is better than 4k upscale?

in that you arent garentees artifacts if you upscale

Artifacts can show up in fast moving pictures or you sitting farther then 10feet from the tv ps4 pro has that issue also because it's not native

4k will always be better when you have a uhd source

But since xbox one games aren't uhd you have to resort to 1080p or deal with artifacts if they show up

    Set the TV to gamemode

And movies when playing uhd discs

It depends on the scaler in your TV.

As the Xbox One S can only show UHD BluRay and streaming video in 4K, everything else (games and apps) has to be upscaled to 4k.

Since the console (and every other upscaler) has to "guesstimate" and make up how the "missing" 6 million pixels from an upscaled 1080p video feed with only 2 million pixels should look like, every upscaled picture is more or less blurrier than a real 4K
image. There are a lot of different scaling techniques, and some achieve better results on "natural" movie scenes, but fail with computer generated graphics with hard edges and "blockier" graphics.

A similar effect happens, when you try to make a big poster printout from a small digital photo.

    You can see a
direct comparison of the upscaling effect on a PC game here
    .

A bit further down in the article is a comparison tool. Click on "Launch comparison tool", then on the right side under "Controls" click on the "Upscaling on" and "Upscaling off" buttons, and see the difference of sharpness on the backside brick wall, and
on the raised walkway on the left side of the picture.

So no matter what setting you choose, either the Xbox One S or the TV itself have to "blow up" the 1080p image to 4K, and make up the missing pixels, which makes every "non-4K" source image blurry. So you can try and compare if the Xbox One S's scaler is
better at upscaling it's own 1080p graphics, or if your TV does a better job upscaling.

Be aware however, that if the console is doing the upscaling, it will know it has to do the additional step of upscaling the picture, and compensates for that additional computing time. If you are playing a very timing sensitive game (like a rhythm game),
the image will lag behind if the TV does the upscaling. So you'll see on your TV screen an image a few milliseconds from the past.

    Xbox One S 4K

Xbox One S is not really a 4K console,

    4K Media Content - Yes

You can play 4K Blu-ray DVD's or Streaming services like Netflix in 4K just fine if your paying the the 4K subscription options,

    4K Gaming Content - No

As for games, it only plays games at 1080p but it is upscaled to 4K, other wise a 1080p image without upscaling to 4K, will look much worst on a 4K screen than what it would do, if it was only displayed on a 1080p screen,

A 1080p image upscaled on a 4K screen does look a little better than a 1080p image on a 1080p screen, but it still a 1080p image made to fit a 4K resolution screen, which is what the Xbox One S does

    Xbox One X is a 4K console,

    4K Media - Yes

    4K Gaming - Yes

The issues is not the TV, it's the Xbox One S not being an Xbox One X.

    4K content

Xbox One and Xbox One S are 1080P Gaming

Xbox One S will play 4K Blu Ray's

Xbox One X will play Game in 4K if they are Enhanced with 4K Support + 4k Blu Ray support

They Xbox One X will also Upscale on a 1080p screen so you will see some benefit of the Xbox One X

How does the xbox one s know to upscale or input game info to 4k, if the games are not the 4k version?

Xbox One S has a 1080p output for this game with HDR. You TV upscale input video signal to 4K, if it not a 4K or less.

    Xbox one s poor graphics

The Xbox One S wasn't made for 4k gaming. It was made more for 1080p gaming so that is why the graphics look worse on 4k rather than 1080p. Once you upgrade to a 4k designed console like the One X or Series X, then it would look better since, as I said,
    they're designed for 4k gaming.

Why are my games looking so bad even though I have 4K settings enabled?

Because the games are 1080p or under upscaled to 4k. The one s is not capable of 4k gaming, it barely gets 1080
