Xbox One queue frozen

Hi. I recently purchased Lego Star Wars: The Skywalker Saga Deluxe Edition. When I bought the game, it didn't start downloading for whatever reason. I tried manually installing it but it didn't work. I restarted my console and it was in the queue, but stuck at 0%. If I try to pause/unpause/cancel anything, nothing happens until I restart the console again. This isn't just happening to Star Wars, but to my other games too. One tried to update and had the same thing happen. I restarted the console dozens of times. I powered it off and unplugged it for 5 minutes. Nothing is working.

Also, when I go into the Microsoft Store on my Xbox, it doesn't load any of the pages except for search, and when I go to the game page it gives a similar loading error. I know that this is not the problem with my network connection.

I only want to have to use the factory reset in the troubleshooting menu as a very last resort, as I don't want to lose save data for my other games (and I don't have a hard drive I could store said save data on).

My console is an Xbox One S.

If you factory reset the console you won't lose any saved data as it gets saved on the cloud, if you have any USB device plugged please disconnect it and then power cycle the console, don't plug the USB device back and try your games please

If that doesn't work you will need to factory reset it

just to add to this I discovered something new. In the xbox queue I have netflix installing but it seems frozen. If I pause the installation and then unpause the installation the download will jump like 3mb and change the precentage of the download but then
just freeze again. My network shows no download speeds to the right of the queue where you would motmally see how fast you are downloading
