    If you haven't already, can you configure your Xbox One's power mode to be Energy-saving power mode, and not Instant-On power mode.

    You might have it on Instant-On, So it's "Sleeping", almost. But i think the USB ports stay powered regardless - The fan thing sounds kinda odd though. But as long as it isn't getting hot, I wouldn't worry

    Thank you so much for taking the time to post this on the Xbox Forums.

    StandbyUn4g1v3n    , the USB ports on the console stay powered on, as long as the console is still connected to your outlet.

    The fan could possibly be a sign on hardware degradation, although my original Xbox One consoles' fan gets really loud when I don't close a game or app properly and switch to another game.

    As long as your console has plenty of ventilation [especially the left hand side of it when facing the console from the front] you should have nothing to fear.
