Xbox One party chat and friends not working

No that's not the problem. About halfway through one of my friends left the party and then immediately rejoined. The audio worked then for about an hour before reverting to it's previous broken state. And I tried party chat, game chat and even a private
chat. None of them worked

have everyone reboot console

do not launch any games/apps

1 person starts party turns on party - do not send invite

join party host by going to friends list, choose friend hosting party, join party

turn on party chat

NAT TROUBLESHOOTING DID NOT HELP ME!

MS should upgrade all XBOX LIVE members to premium Skype membership to use group chat there.

360 Chat works fine.

SKYPE works fine.

Have you checked if your friend's settings for your user on the party chat is set correctly? It is very unusual to see the voice messages working correctly, and even in-game chat working, but party chat having an issue. This could be related to the fact that your friends have your volume too low on the party chat.
