    Hello,

    I have a 28" HDTV which only supports a resolution of 480i and am considering purchasing an Xbox One. My question is if I do so will the dashboard and games etc fill the screen? Or would there be black lines at the top and bottom like my PS4 had?

    Yes, if your TV can display 720p like you stated, your Xbox will be perfectly fine running 720p. It won't downscale to 480p. There are no problems regarding any resolutions that I'm aware of.
