Xbox one not automatically downloading updates for games

I have searched the forums before asking this question and have yet to find the answer. Why is my system not downloading updates for games automatically? My power mode is instant on, with automatically download updates and purchases option checked. I
power down my system when not in use but for the last three updates for The Division it did not auto update and had to be started manually when attempting to play the game. This problem only started whit division patch 1.1 and have also manually started updates
and bundles for other games. A few of my friends are having this same but a few others are not. I have also done a factory reset for another issue last week that obviously did not resolve the automatic download one. Any help would be appreciated.

OK, so i've had my Xbox One since launch, had to get a replacement as i had a faulty disc drive but that's by the by.

My power options are set to Instant-on, with ticks in Wake up Xbox by saying Xbox on, and in Automatically download updates, but not in resume games quickly.

Over the last couple of months there have been various game updates rolling out, but not one of them has downloaded automatically. Whenever i go to launch a game, it says there is an update required. For example, today it's downloading a 2.1gig update for
Powerstar Golf. Couple days ago there was a huge update for Garden Warfare that it started to download only after i tried to launch the game.

I thought the whole point of this "Automatic Update" function was to make it so i don't have to wait for 1+ hours for an update to download before i can play.

To add insult to injury, you can't update a disc based game without the disc being in the drive, so even if auto updates were working, it wouldn't update my two disc based games (Forza and Dead Rising, which recently had a huge update). without the disc
being in. Also, if i try to launch one of these two disc games and a patch is required, i then can't launch any other game at all without doing a full on disable of Instant-on, and full shutdown. Otherwise, any game i try to launch shows the loading screen
and then just drops back to dashboard again until i do the aforementioned shutdown.

Even the Blu-ray player, which is utter garbage by the way and drops to the dashboard randomly while playing discs, needs to be updated manually every couple of weeks.

There is nothing wrong with my internet connection, both my PS3 and my PS4 have no trouble connecting to PSN in the middle of the night to sync PS Plus or download updates and purchases automatically, it's just the Xbox that isn't living up to it's advertised
functionality.

Is your storage turned off when the console is off because that could be the issue. It should be in the same settings as Instant on / power saver modes. Good luck

 

Storage was turned to off while system was off. I have changed it and will see what happens come next update. Thank you.

Turned my system on today to see if the new update and expansion started automatically. They did not. I had to start them manually. Not sure what the issue is.
