Xbox One Not Allowing Me to Add an Account

this may seem weird, but can you try with a different controller?

sometimes one of my controllers refuses to let me sign in or access the Xbox menus yet my other controller has no issues.

*Edit - Sorry, I re-read your post and saw that you said that you have tried multiple master resets. Can you make sure that you try doing so via the steps in this post?

I would reset your Xbox to factory settings, and then re-attempt adding your account again. There may be some kind of system bug that is causing the sign in/progress screen to blip and not advance in any way.

Give this following solution a go (taken from
this page):

1. Press the Xbox button to open the guide.
2. Select System > Settings > System > Console info.
3. Select Reset console.

1. On the Reset your console? screen, you'll see three options:
   
   
   • Reset and remove everything. This option resets the console to factory settings. All user data, including accounts, saved games, settings, home Xbox associations, and all games and apps will be deleted. You should use this option when
     selling or gifting the console to someone else. You should only use this option as a last resort in some troubleshooting cases.
     
   • Reset and keep my games & apps. You should use this option as your primary choice when troubleshooting. It will reset the OS and delete all potentially corrupted data without deleting your games or apps. This will save you from downloading
     or reinstalling the large game files. In some cases, if a corrupt game file is causing the issue you're troubleshooting, you may have to choose
     Reset and remove everything, but you should always start with
     Reset and keep my games & apps and save Reset and remove everything as a last resort.
     
   • Cancel. To back out of this screen, simply select the
     Cancel button. No action has been taken at this point. This is a safe exit from this screen
     
     After you select one of the options, your Xbox One console will begin the process of erasing the selected content and resetting itself to the default settings.

Add your Microsoft account on an Xbox One console

You can add your Microsoft account to any Xbox One console. Here's how:

1. Press the Xbox button
   to open the guide.
2. Select your gamerpic in the upper-left corner of the screen, move all the way down and select
   Add new.
3. Enter the email address for the Microsoft account that you want to add, and then select
   Enter.
   
   Important Make sure that you do not select
   Get a new account, unless that’s what you want to do. If you select this, you will create a brand-new Microsoft account.
   
   If you’ve forgotten which email address is associated with your Microsoft account, see the

4. Enter the password for your Microsoft account that you want to add, and then select
   Enter.
5. Read the Microsoft Service Agreement and Privacy Statement, and then select
   I Accept.
6. Follow the steps to configure your Sign-In & Security preferences to add your Microsoft account to your Xbox One console

Whenever I click on the “+Add New” below my gamerpic is when it loads for a few seconds and then nothing happens and it sends me back to the home screen.

We are on a wireless network so we can't afford to lose the network settings
