Xbox One needs to download to external devices without asking.

I set up many downloads on my Xbox to finish overnight so that I could play the games in the morning, but only the first item finished and installation was stopped on all remaining items. Why? Because my internal drive is full, and apparently the Xbox
has to ask me before downloading starts on every single item if I want to install to the 3.4 TB of available space on my external hard drive instead.

The default answer should be "yes" and there is no reason for it to ask me whether or not I want to install a game to the only available storage space connected to my console, especially when the controller is off and especially when the console is in its
"standby" mode where it's showing me close/rare achievements and which friends are online at the moment.

Have you gone into Settings>Storage and made your external HDD the default drive?

You can set it so your default download location is the external drive then it wont ask you. It only asked you because your default drive is full

You will need to set you external drive as the primary drive to download games.

Its technically a different device with a different OS. How can it swap XBOX's without needing to reformat?

It's not a different device, its simply are more powerful Xbox One. The operating system is exactly the same as an original Xbox One and the One S. External storage on the Xbox One X will work just the same as a standard Xbox One, just plug in your external
drive and off you go. No formatting will be required.

If you mean that you want to transfer data between two Xbox consoles (especially if you have an Xbox One or Xbox One S, and you've upgraded to the Xbox One X), you can still transfer your game/app installations over your local network.
