Xbox one mute problem... Why?

Why can people still hear me in the party when I mute them. The whole point was to stop them from harassing me. I was in a party with my friend and he has an annoying friend that wouldn't stop annoying me with messages. I'm asking if anyone knows a legitimate
reason for this. If not is there a fix for it.

Xbox Mute problem

I tried unmuting my friend in the party but nothing happened so I restarted my Xbox but nothing happened either so I looked up on YouTube for help on videos but there was nothing that could help. I restarted the WiFi and Unplugged my Xbox but still nothing.
I went onto my friends profile and nothing happened when I clicked unmute. On YouTube another person was having the same problem and I tried everything he said in the description and nothing worked so this is the last thing on his List to contact Microsoft
for help so please try to fix this problem

When you mute a player it's a two way street they can't hear you. Could it be possible that the player figured out what you were talking about by the conversation you were having with your friend? Also if someone is harassing you I would suggest that you
block them, and report the behavior.
