Xbox One Microsoft Store Closing when opening.

Whenever I open the Microsoft store on my Xbox One I get the same error message each time:

"Give it another try. If it happens again, visit xbox.com/errorhelp and enter the following code: 0x80070003".

Entering this code into that site comes up with an issue on the 360 about lack of account storage etc. I followed the steps regardless removing my account from the console and adding it back with no luck. I then tried power washing the console then adding
my account and the same error persisted. I then noticed that my other account had the same issue when opening the store and so I decided to factory reset the console but keeping all the games and apps, once everything came back I still had the issue even with
nobody signed in. Other than buying another console I have no clue what to do at this point.

PS: I am in Xbox Insider but this problem started yesterday so I doubt that's the reason.

Just completed the full factory reset, I installed all the updates on the latest firmware and I'm still having the same error code. I think the Microsoft Store is just scuffed.

I'm just trying the hard reset but just out of interest, I have an external hard drive connected to my console with some games on it. If I move all my games to it will that mean I don't have to re download my games via the net after the factory reset?
I just don't want to have to reinstall all my games.

If the reset doesn't fix the issue, it's likely an internet problem on your end, or a server issue on the store end, maybe even a strict NAT type. Try resetting your hub when all else fails.

Try doing the factory reset but this time don't keep games and apps.

Before you do that you could try try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely. Unplug the power cord from the back of the console for 5 minutes. Plug the power
cord back in and restart the console.

Unfortunately the reset didn't work and I've already tried resetting internet hub etc. (Probably should have said that originally) I'm currently moving all my games to an external hard drive to try the complete factory reset. Thanks anyways!
