Xbox One - Installation Stopped

I cannot update or download any games from my library. It started out not being able to update games. I get an installation stopped notice. I tried all the basic troubleshooting offered on several threads. I have reset my xbox 3 times now and still no
luck. I have tried several different games and they all stop at the same spot every time. I did one factory reset and was notified they could use my previous settings, so I did. Did not work, i thought there may have been something in the settings causing
the issue. Second time I started from scratch but went in and started modifying settings before testing. Once again I thought I may have set something to cause the issue. On the 3rd try I reset the xbox and changed nothing and attempted to download games.
They all stop. It does not matter if I do one at a time or try multiple games at the same time.

I have tried with UPnP on and off. My router has a setting to "optimize for xbox" which I turned on thinking that may fix things. However, it was working fine not using that setting up until recently. I have tried hardwired and wireless.

Please help as I cannot figure this out.
