    I am a server admin, I ran into this same issue and worked out a solution that works perfectly but can not post it. [at the thread]

    I see close to 10,000 people are looking for this answer.

    This applies to xbox store downloads and CONTINUOUS "fails" at install/download, where other games/apps download/install

    without issue.

    After EXHAUSTIVE chats with MS support and no resolution I found a way to fix the issue.

    I have a detailed method that worked perfectly for 2 games previously "un-downloadable" games

    [but no issues with other downloads / installs.]

    Installations being stopped

    How do I fix the problem of installations being stopped for no reason. Does anyone know how to fix this?
    Is this on PC or Xbox? Does the install permanently stop or does is restart when you click resume then stop again? On my One X, it took me 3 days to install a game from a disc as it kept stopping after 0.2-2% and I had to keep clicking resume.

    Here is Microsoft's fix for this exact problem. It is in the support section, and does not require resetting to factory defaults. I don't know how long this solution has been available to read, but I have used this method twice and it has worked both times
    (Deadrising 3 and Ryse Son of Rome).

    I'm sorry you're dealing with this issue getting in the way of installing Black ops 4.

    Bet you really wanna go in there and score some kills.

    Now, if you are having your installation stop at any point consistently, then your best bet for a fix is to try the troubleshooting steps here on our support page entitled

    Troubleshoot game or app installation problems on Xbox One     if it's the digital version, or

    The installation process stops at or near 0% when installing an Xbox One game from a disc     if it's not.

    Give those pages a look through, try those steps and let us know how that worked out for you.
