Xbox One infinite system update loop

When I start my Xbox One it goes to 'Start update/Skip & stay offline/Turn off Xbox' screen. If I choose 'Skip & stay offline' it works fine, but I have to be offline with all online features disabled. If I choose 'Start update' it goes thru first two steps
- Downloading update and Verifying update - just fine, then continues to step 3 - Applying update, the power button flashes a few times and the box shuts down. The three-step update screen displays the following message at the bottom - 'Your console will restart
during the update.' So I expect it to restart, but it never does, no matter how long I wait. Pressing the power button doesn't start it again. I have to unplug the console and only after that I can start it up by touching the power button. And after displaying
green startup screen for a while it goes back to Start update/Skip & stay offline/Turn off Xbox screen. I went thru this loop quite a few times.

I know Microsoft is pretty pushy when it comes to OS updates, but at list with Windows if an update fails it rolls back the changes and you can use you PC. Apparently, Xbox updates are different - the update fails and Xbox is dead.

Any help with this will be greatly appreciated.
