Xbox one I Cleared cache and games gone

Games you buy are tied to the Microsoft Account that you made the purchase with. So ONLY that Microsoft Account can re-download the games if the console was reinstalled or replaced for a different console.

Please go to https://account.microsoft.com/billing/orders/ and check if the games you are trying to install have been ordered with that specific Microsoft Account.

If you have multiple Microsoft Accounts, check your different Microsoft Accounts which account purchased which game(s) and then use that account on the Xbox console to re-download the games.

My xbox one power cord does not have a power brick. And yes, i get a notification that my xbox one cache is full

You are doing all the right things are you getting a message regarding cache or something leading you to think it is full? You may want to try to full power down and unplug for several minutes for the power brick to fully drain, even if you unplug it
from the back of the console.

I'm sorry to hear about your issue trying to clear the cache on your Xbox One console.

If you haven't already done so, go ahead and try performing a Soft console Factory
reset on your console by doing the following:

1. Press the Xbox button to open the guide.
2. Select Settings.
3. Select All Settings.
4. Select System.
5. Select Console info & updates.
6. Select Reset console. [Keep my Games and Apps]

Make sure you have both your email and password on hand as you will be asked to sign back in. There is an option to delete everything and to save your games and apps; choose the latter.
