Yes, that is how it's supposed to work. You can only share content on the console that is set as the Home console. Since you don't actually own the content, it is not tied to your account. In order for you to use content on any consoles you want, you would
have to purchase it on your account.

Users are permitted five (5) chances to move their Home Xbox setting per 12-month period. The reasons to move the setting are equally limited; it is not designed to be passed around to other users (especially since the Xbox Live Code of Conduct states
that users are not to give their account information to another person or to sign into an account they do not own).

Your sole option is calling
Xbox Live Support. They will review the situation and, depending on what occurred, they might grant one final chance to move it, or they might grant a one-time reset. If the latter occurs it is the one and ONLY reset the account will EVER receive. If they
determine it's due to mis-use or abuse of the setting, they may also choose to do nothing. If they don't do anything, you can move it again when your oldest move drops off the account (this is the date shown when you try to change it and you've used all five
chances).
