Xbox one friends list shows empty on console but shows all friends on phone app

A week ago, my friends list was working just fine on all devices. About a week ago, my console (Xbox One S) started showing that I have zero friends.

I can see and browse my friends on the Xbox app on my phone.

The only way to see my friends on the Xbox is to go to "Recent Players". If I click on their profile, it allows me to view our friendship but not add them, as they are already a friend.

I have not cleared the system cache as others have suggested because that resolution was old and I'm not sure how to do it with the current OS.

I have signed into another account and back into mine, several times, and it didn't correct the issue.

I have scoured all forums/videos I could find on the internet.

Any help is appreciated.

when the solution with remove and add account didn't work try a factory reset with the option to Keep your data:

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely. Unplug the power cord from the back of the console for 5 minutes. Plug the power cord back in and restart
the console.
