    Halo Reach terrible framerate issue

that's because the xbox one has bad framerate and 360 did not so putting a 360 game on xbox one equals bad framerate.

    Xbox One S Framerate issues

Hold the power button on the console for 10 seconds or until the power shuts down completely. Unplug the power cord from the back of the console for 5 minutes. Plug
the power cord back in and restart the console. I have heard this works

    Xbox One S Framerate issues

I know that current gen xbox games are locked in at 60 fps but they don’t reach that performance often.
    Hi,

There isn't a defined '60 fps lock', in fact most games actually run at 30 fps. Apex Legends is designed to run at 60 but in-game this frame rate can be inconsistent on the One S compared to the Xbox One X. Forza Horizon 4 run at 30 fps on One S. It can
only do 60 on an Xbox One X.

Digital foundry - Apex Legends: Every Console Tested - Which Can Sustain 60fps Gameplay?

I suggest you look at many of the other comparisons that Digital Foundry have posted regarding system performance on many other games they've tested and continue to test when new games are released.

I don't like to say it here, but from my own analysis, the Xbox One S is a pretty weak console. I'm biased a little more now anyway as I'm now a 90% PC gamer, who owns a £1,500 Gaming PC that I built myself.

changing the HDMI cable will make zero difference to frame rate and the HDMI cable supplied with the One S is perfectly adequate. Buying a expensive HDMI cable is a waste of time.
