Xbox One factory reset hasn't helped

I just factory reset my Xbox One as I tried to install Destiny 2 but it didn't work, I was repeatedly told "Installation Stopped" and no installation progress was made. I tried power cycling my Xbox before this and that did not help either. I have encountered
this problem before and performing a factory reset solved it then. This is deeply frustrating to me as a good friend of mine is a fan of Destiny 2 and we were looking forward to playing together. Of note is that Call of Duty: Modern Warfare and The Division
installed without issue, and that I am trying to install Destiny 2 as well as all other games to an external hard drive.

MissPortia, I've done that several times, but it hasn't helped. I called XBOX Live and they said to reset my network settings to factory default, but that didn't work. I've done a hard and soft reset on my router as well and it hasn't worked.

What has most likely happened is the previous owner hasn't fully reset his xbox and his profile licenses are still attatched to the console. Performing a Factory should delete the license.
