Xbox One DVD player all screwed up

Several months ago, the DVD player on my XBox One stopped working correctly. When a DVD or Blu-Ray is inserted, I can hear a lot of reading of the disk going on, and when the disc starts to play, the picture is all jittery and pixelated, and the sound stutters.
The XBox control menu works fine during play, but the symptoms never stop. Games however, seem to work fine, which is weird. The Blu_Ray app has been updated several times since the problem started, and it hasn't gotten any better.

Has anyone else had this problem, and been able to resolve?

your disc reader might be screwed up. Take the disc in and out until it works and restart your xbox to see if that helps.

My disc reader was screwed up on my old xbox and would always say open tray or think the game is a dvd. The only way I would play is after restarting my xbox until it read the disc

I would do that. Sometimes you will you get screwed up Music/DVDs/Games.

Do all Blu-rays and DVD's have this playback issue?

Games working fine isn't weird, all games run entirely from hard drive, even the disc games. If the drive is able to read the disc enough to pass the ownership check, then it will run normaly. If, on the other hand, disc installs fail with read errors,
or take an unusually long time to install, this could indicate an issue with the Blu-ray drive.

It might be worth trying to clear the Persistent Storage in the Blu Ray setting to see if this helps with the problems you are having.
