Xbox One Downloads Not Working

Hi guys

I'll preface this by stating that I live in west africa, so its clear that an option that may seem quick to someone in the west sadly isn't so for me.

Starting yesterday 28/Feb/2017 any online download I try to initiate on my xbox one doesn't work. It 1st gave me the '0x800701F8' error code when I tried DLing the Witcher 3 free dlcs. Then when I tried updating my Fallout 4, it was stuck on 0% of the 584.13mb
update for a couple of minutes and eventually stopped the download itself.

Just to be clear, my internet service works perfectly fine and is reasonably fast. Last week I downloaded and installed the latest xbox one update without issue. This is the 1st time since then i've tried downloading content with my console since then.

In order to test it further, I tried finally installing games I had bought over the years on my xbox 360 which were in the 'Ready to Install' corner of the Games & Apps section. Same result. Bioshock tried to download for several minutes then stopped on
its own.

If anyone knows a way to help me resolve this issue I would greatly appreciate it.

Evolve Open Beta (cant download)

Evolve is not download on Xbox one there is problem with Xbox live I try look up evolve open beta on Xbox one do not find evolve open beta I had download this before with Xbox one xbox live was working how do I redownload on Xbox one
