Xbox One download speed very low (45 mbps and I should be getting 1000 mbps)

Hi I have an xbox one with Ethernet Cat5e directly going from a gigabit network switch to my xbox one. I get 1 GBPS download speed on my laptop when I plug the ethernet into my laptop but when I plug that same ethernet into my xbox one and run a speed
test in the network settings I get consistent 45 mbps download speed. There are certain days like once every 2 weeks where I'll run a speed test and see 600-700 mbps download speed on the xbox one but 90% of the time it is 45 mbps. Why the hell is this happening?
I can't even get on the phone with xbox support right now and there's no help I can find. It is NOT a hardware issues or ISP issue since I can literally take the ethernet cable after running a speed test on my xbox plug it directly into my laptop right by
my xbox and I'll get 800-1000 mbps download speed. It's clearly a xbox one issue and I don't know how to resolve it.

downloads have been throttled to ease the strain on the servers and the internet as a whole while this certain situation is still ongoing, other services have done this too, best bet is to download overnight.

as game downloads on all platforms and netflix take a lot of bandwidth globally.

I have exactly the same issue! On my original xbox one I used to get over 200 mbps download speeds, but on my xbox one x I barely get 2 mbps. However I do not experience any lag. I also had some problems when trying to download online games - download speeds
would from very low to very high in a matter of seconds.

It could be possible somebody is (DDOSING You (Hacking you) try changing internet providers.

It is VERY VERY possible that you have very low download speed I think you have to be above 7 download speed

for very little lag because my download speed is 15.80 mbps.

I don't know why your lagging this is the solution that I think try using wired.

I think the One is glitched a bit as mine changes moderate to open and its not our routers or connection as i done tests and they fine i have 76 mbps download speed and 2.5 mbps upload but i got a high latency of 200 ms which doesnt make sence as all other
items on network have very low pings like 8 - 45 and my xbox only 15 feet from router why is there such a high latency ?

I only have one Xbox one x system on my network. I use a wired connection and get 1000 Mbps download and 100 Mbps upload.
