Xbox One Download speed randomly drops

Hi everyone. I'm really frustrated and need some tech support. I hope this is the right spot. I'll be as thorough and concise as possible with this post.

ISP: Time Warner 30mbps speed (slow I know but about the best I can get).

Router: NetGear R6400

NAT Type both for XBL and Black ops 3: OPEN all the time.

Problem: I have been having issues with my Xbox going from a 31mbps to a 3-9mbps download speed. I play call of duty BO3 pretty much exclusively. Now, when this happens I run a speed test on my computer and it still shows a 30 mbps download speed. The issue
is between the Xbox and the router. What happens in game is that I go back and forth between a red bar, to green, and back to red connection in the span on 2 seconds.

What I have done thus far: Replaced networking cord two days ago, constantly reset the network hardware when the problem occurs, port forwarded everything UDP/TCP 3074, 88...etc what ever the numbers are(and those were done individually per a friend in the
IT area), opened port 3075 per Activisions request, QoS is on, UPnP is on. and my xbox does the full shut down and reboot everytime I use it.

Annoying solution: The ONLY way I find this issue is resolved is by unplugging my Xbox from the wall and letting it sit for 10 mintues and get back online. It randomly drops the download speed.

Any thoughts on what is causing this? Potential suggestions?

Extremely slow game download speed in xbox one

I am facing Extremely slow game download speed in xbox one. My ISP provided speed is 75 Mbps download/upload speed. I am from India. I ran Detailed network statistics in xbox one and results are as below,

Download Speed - 71.30Mbps

Upload Speed - 32.93 Mpbs

Packet Loss - 0%

MTU - 1400

Latency - 209 ms

Currently downloading Star Wars: The Force Unleashed II (6.37 GB) and World of Tanks (2.41 GB update). I get around 3 ~ Mbps speed. some times it drops less than 1 Mbps. please assist.

loss of xbox live connection

There is a possibility that it is related to your internet service provider. Xbox live requires your internet be over a certain speed to be able to achieve certain speeds of packet sending. When the speed drops it can cause you to lose connection randomly.
When this happens record the time and date and give your internet provider a call and see if there was any unusual drop in internet speed around that time frame.

 

I should also add that I have done the static IP stuff as well.....

 

If UPnP is on and working well you should not need port forwarding. Are you running wireless or wired? Maybe you could answer the questions below and we can investigate the slow down.
