Xbox one dolby atmos upmixer doesn't do anything

I bought the dolby atmos app on xbox one. One of the features of the app is an upmixer for dolby atmos. The audio option I have selected in the xbox settings is bitstream with dolby digitial for atmos selected. When I play legitimate dolby atmos content
it sounds amazing. When I play non atmos content I only get 5.1. Nothing comes out of my surround backs or my overheads speakers. The upmixing does nothing. If I change the xbox setting to dolby digital instead of dolby digital for atmos I am able to use the
upmixer in my receiver to get sound beyond 5.1 While this is good it is annoying to have to change my settings in the xbox depending on the content. I would expect to be able to have the xbox do the upmixing. Are there additional settings I need to change
to make it work. Thanks for help determining the issue!

*maybe* this "problem" is exactly how the Dolby Atmos App on Xbox One X works.

Dolby Atmos native content? perfect! Dolby Atmos playback.

No Dolby Atmos? the App upmix current audio track to Dolby Atmos (the headphones features works in this way).

I don't know if is intentional.

Is anyone able to get upmix to do anything? I emailed Dolby several times. I couldn't tell if I was talking to a bot or not but Dolby says xbox does not upmix anything. It may "slightly upscale" audio but they refused to define that. Below is one of the
responses I got from Dolby. I never suggested I could "convert" anything to Atmos- just that my Xbox could do the same upconverting my receiver does as several articles have reported on. We are truly sorry for any confusion our product description has incurred. While audio may be slightly upscaled, this does not convert non-Atmos audio to Atmos, nor does it transfer any incompatible audio to a higher quality.

Unfortunately, the Dolby Access application is only designed to be used with Dolby Atmos supported content at this time.

I just double checked. Dolby atmos for home theater is selected

Are you sure you have Dolby Atmos "Home Theatre" applied and not Dolby Atmos "For Headphones"? could be something easily overlooked!

Do you have it set to let your receiver to decode the audio or Xbox?
