Xbox One digital download code region locked?

Also is Xbox one online store region locked. I mean that the digital download code will run from any store

Digital purchase download codes are not region locked usually.

If the game is region locked then a code for the game will be region locked. In order to download region locked content, your account region has to match your physical location and you have to be in a region where the game is available.

so what will be the work around this,if the guy selling me the digital code for the game uses it on his new usa xbox account or whatever.Will i be able to use that account and download the game?
