Xbox One Controller Not Working

So I'm trying to fix my friend's Xbox Controller, I plugged it in and device manager detects it but none of the programs that use the Xbox One Controller doesn't work. I went on Steam and it said that no controller was detected. I opened Xbox Accessories
and it said to connect a Xbox One Controller but the controller is connected. I've tried manually finding drivers such as Microsoft Xbox One Controller instead of Xbox One Controller but all it did was make the controller vibrate constantly and that was all
that changed about the controller. The Xbox One Controller is the first type of Controller and I'm trying to connect it by USB.
