xbox one controller not working right on pc

i can connect the controller to my pc via bluetooth or usb cable no problem but once i enter a game only the home button does anything, in the games key bindings it show the bindings for the controller but i cant change them, (tested in elder scrolls online)

tried manually choosing "xbox one controller" in divice manger well controller was plugged into usb and was no help

Have you downloaded the Xbox Accessories app and verified that all of your buttons, sticks and triggers are actually being recognized?

Please test the following:

Open the Start menu and type "Control". This will bring up the Control Panel (or localized name for the Control Panel) in the search results.

In the Control Panel, type "Game" in the upper right search field and open the control panel for Game controllers.

Please check that the test tab reacts to the stick movements and button presses of your controller. Does every button and stick work as intended?

In the game, are you unable to use the controller in the game at all, or is it just that you can't change the button bindings in the game settings?

You could just hook the PC right into it thru HDMI and use the ir control on the Xbox one to control the PC. I plan to plug the HDMI from my media center PC right into Xbox one. No need for the extender you can run the media center interface right of the
