xbox one - can my son have a separate account on the same console?

You just need to press the guide button and go through the prompts to create a new account. Make sure that you do have a valid email set up for security purposes. Also, make sure that you are setting the console as your current account's
home console.

If they are both using the same console, then this will be easy to sort out. With Son 1's account, log in and make the console the home Xbox. That will then allow Son 2 to use Son 1's Gold subscription at no extra cost. Instructions here

You will need to link Son 2's account to a separate Epic account. You can only link one account to an Epic account.

I only have 2 XBOX One consoles. The XBOX Live account is associated with my account which I use for parental controls on my two sons accounts. They each use their own separate account to play on their own XBOX One console.

Sorry, I read it as 3 consoles. In that situation you would actually want to purchase gold on one of your son's account. As it's set up now, you can set one of the consoles as your Home and share the gold there, but the other console would not be able to
access the gold. If you buy gold on your son's account, they can set one of the consoles as their Home to share the gold with the other son, then continue using the gold while signed in on the non-Home console.

If you're both using the same account, you can make a separate account for yourself and have one for your son. Through that, you can use the My Home Xbox feature. What this can do is allow the main account share digitally downloaded games & Xbox Live Gold
with the second account (Gamepass doesn't work with this). You can find out more on how to do this
