Xbox One bluray and movie

When playing my bluray movies and video streaming on my One they all have what I can only describe them as background noise. Specifically white flickering dots, sometimes in a grid like pattern or all over in general. It always appears in the black bars
during wide screen movies and in really dark black areas. It's VERY distracting, and in some movies to the point where I can't watch them. It only happens in movies/videos, games are fine, but it also appears when I boot up the console.

The worst part is that I sent my One to Microsoft thinking it would be done with it, but the new One they gave me is even worse! Don't know how that happened, and they claim that it was fine before they sent it. I'm thinking it's my t.v, which is a vizio
3D t.v, but when I take it to my brother's set up, it's still the same problem and his is completely fine.

Anyone else having this problem? Specifically with a vizio? I can't find any settings in both the Xbox and T.V to fix it, tried all options and to no avail.

What are your settings you have for display and blu ray movies in the xbox.

Try disabling 24Hz playback and deepcolor mode to see if that helps.

 

For disc and bluray I have auto dynamic range, 24 hz.

For display and sound I have hdmi auto detect with 1080p, 36 bits color depth, color space on TV, 50 hz refresh rate, and 3D allowed.

Though I tried all these options in all variety and nothing changes the actual problem. I can't seem to access deep color mode Though. I don't see that option in any of the menus.
