Xbox One backwards compatibility will not connect to Xbox Live through a mobile hotspot

I am on an Xbox One, playing Black Ops 2 through backwards compatibility, trying to play zombies with friends. Whenever I try to sign into xbox live, receive the error code 8015190E (see image). I have attempted to delete and redownload the profile, however
I cannot download it because it does not allow a connection to Xbox Live. Mobile hotspotting works in every other aspect: can download updates, play Xbox One multiplayer games online through it seemlessly, it just seems to be problematic specifically when
trying to use backwards compatibility. Any suggestions?

does the problem exist when you connect to a home or other wireless network as well (instead of the mobile hotspot)?

Does the mobile hotspot show full signal strength (e.g. all bars on a mobile phone)?

From the submitted picture I am guessing this is a network latency (speed) /connection problem.

Does the problem exist when you connect your XBOX via the ethernet port?

What information do you get when you perform a network test on the XBOX while being connected to the hotspot?

(Settings>General>Network settings> Test network speed & statistics)

This page has some options to try with the 360 interface for backwards compatibility causing that error. It might require that you

remove your profile from the Xbox and then re-add it again, due to some corruption?

Also check the
Xbox Status page to make sure there are no issues with the service that might also be causing this issue. Sign in to the page with your Microsoft Account to see issues that might be region specific.

Hello, several friends are experiencing problems with Activision servers, it may be related.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

Can you try connecting your console to a different network like mobile hotspot to see if you backwards compatible game will work?
