Xbox one & android

So i was wondering if it was possible to download files/app for xbox one on android phone and then install it on xbox one from the phone or a usb drive. My problem is i dont have a way to connect my xbox one to Internet/wifi but i was needing a file manager
app since Microsoft decided to remove the stock one (not cool Microsoft!!). Sorry if this has been answered before, and if the question is unclear. Thanks in advance for any and all responses.
