Xbox Messaging not working properly?

So I attempted to message one of my friends on Xbox live, but for some reason none of the messages will send. I tried to resend the messages multiple times but it didn't work either. So i figured it was a glitch on my Xbox console so I attempted on computer,
but it wouldn't send and said "An error has occured, please try again later". So I messaged one of my other friends also, and somehow it went through with them, but every time i try to message my other friend it doesn't work. Is it some type of glitch or something?
I've been able to message this person multiple timed before but all of a sudden it stopped. So i'm not sure how to fix it? Thank you!

Also if the error said anything about privacy settings, be sure to check the Xbox enforcement site.

Hey Space Vixen,

Thank you for reaching out. I see you are having a bit of trouble messaging a specific friend using both your console and your PC. If you haven't already done so, go ahead and run a

connection test and make sure this isn't affecting your communication.

Press the Xbox button
to open the guide.
Select Settings.
Select All Settings.
Select Network.
Select Network settings. Any known outages will appear in the middle of the screen.
On the right side of the Network settings screen, select
Test multiplayer connection.
