Xbox Messages and Party Chat Messages aren't working correctly.

So, this problem has been pretty persistent throughout my time playing XB1, but now it's kinda reached what I believe to be the pinnacle. To summarize what's happening as best I can:

My latest messages aren't showing up, and previous messages are. This has been a problem for quite a while but has shown up again. In the Conversations | Chat tab, it would revert back to showing older messages. In the messages themselves, I would still
be able to chat and be responded to, but any conversation I was having recently can't be seen. Sometimes, it will also affect my notifications. I wouldn't be notified of a message, and it would only show the new message when I specifically open the Chat tab.
Sometimes I would be notified, but the message itself wouldn't be able to be seen even if I were to open the conversation itself. In that case, it would oddly show up later (days usually).

The party chat issue is technically minor, but I also play with a lot of friends. The simple problem is that it doesn't show my Party Chat messages after I send a few. Essentially, I would type a message and it wouldn't show up. This is usually when the
above paragraph also begins. I could leave the party, come back, and still not be able to type messages.

The major issue I have with both of these situations is that even if I fully shut down my Xbox, completely take out everything, literally put it on my bed away from any and everything, restart my network connection and then plug everything back in, it still
doesn't fix the issue. I've tried to find any help with this, but I didn't see any that specifically has this weird issue. This issue also messes with other things: Discord is showing that I'm playing a game when right now (as I'm typing) I'm in the settings
menu. The Game Companion doesn't even show messages and If I try to type one, it says that it's currently unavailable at the time. The actual Xbox app has the same "previous message" issue as my XB1. Hopefully, I can solve this soon!

People can see my messages and my NAT type is moderate if that would be of any use.

Wow, did it in like, 10 seconds! sadly, however, it seems the problems still persist upon immediate look. I'll restart my Xbox to see if there's a difference.

One last thing, should I leave the question or delete it?

Have you checked if your friend's settings for your user on the party chat is set correctly? It is very unusual to see the voice messages working correctly, and even in-game chat working, but party chat having an issue. This could be related to the fact that your friends have your volume too low on the party chat.
