For Xbox games on Windows 10 PCs you don't need Xbox Live Gold.

The Xbox Live Gold requirement is fair to both players and developers. For players, it means that all users are contributing to the upkeep of the Xbox Live equipment; also, players who pay for the service won't get upset because a small subset of users are
using those services for free just because they're playing a certain game.

For developers, it means they can develop their game using their preferred business model with no penalty. Epic Games has chosen to fund the game using micro-transactions, while most others (like Microsoft, Activision, Ubisoft, etc.) sell the game at full price
and with full features. If "free" games got the ability to bypass the subscription, that would put developers who charge for their games at a disadvantage.
