    At what percentages does xbox live check your i.p i know they check at 1% and 99%. My download speed is slow with vpn so i switch to a non vpn after the 1%.

    Either use a vpn and pay by card, or go to the Russian MS store and buy Xbox Live Gift cards and then use the credit from them.

    You have one option. Make VPN the region where XBOX LIVE is supported. Set up your Xbox to the region on which the VPN is, and then you will have Xbox Live available.
    Use of a VPN is a violation of the terms of service and can risk being banned.
