xBox Live Username Change

Even inactive Gamertags cannot be used, every so often MS will recycle unused Gamertags no longer associated with account, but this is rare.

If the tag is still in use on the servers there is no way you can have it unless the original owner changes it or it does become released by Microsoft at a later date. There is no way to request one. The tag system is also in use on other Microsoft services.
So even if they are not an active Xbox use, it could be in use elsewhere.

But you will need a xbox console or a windows live game to do so.

And as far as I know the gamertag change is free the first month of an account

Let's check the transaction first. Please sign in to https://account.microsoft.com/billing/orders then check if you can see the Gamertag transaction from there.

Once confirmed, go to https://account.xbox.com/profile to check if it was changed from there, but if not, kindly try changing it again, this time you shouldn't be charged again.
