Xbox live terms and conditions and cheating

I have been noticing a massive increase in players using third party adaptors to give themselves an edge in rainbow six siege by using mouse and keyboard. Now to my understanding this is blatantly against the Xbox live terms and conditions and as such
should award a ban if they are reported. Yet there is little to no ways of getting in contact with Xbox enforcement with clips or messages from people admitting it. Do you simply not care they are ruining the experience for others or is it just not worth the
effort of enforcing

unfortunately, the only thing that can be done is report them on xbox live. Plus, it's the game developer that also has the power to ban them from their games.

Mouse and keyboard are ok to use on Xbox. I prefer to use them with some games (RPGs). What is not okay is using an aimbot or any other program that gives them an advantage.

Mouse and Keyboard are only ok to use if the game supports it.

if a 3rd party adapter is used to make the game think that the mouse and keyboard are a controller then it is cheating and does give an unfair advantage.

R6S doesn't support M&K so use of it in this game is cheating

 Using mice and keyboard on Xbox is legal, but it's unfair. "If you have a Xbox why have to use mice and keyboard?". Developers need to put a option in theirs games to disable the option to play with people who uses keyboard and
 mice.
