Xbox Live Standard Test charge not $1 as shown

I signed up for the Xbox standard preview test from The insider hub. I was told I would be charged a dollar on my next billing cycle after 2 weeks at a dollar per month for 2 months. Stated my next bill would be a dollar. Yesterday I was charged for my first month and it was 16 something. Has anyone else had this issue? Has it been resolved? I tried calling customer service. They said it was another department. They transferred me and I got a message. We are closed. I would like to get this resolve of Microsoft before I have to dispute the charge.
