Xbox live: special content “blocked” even though I have everything enabled

I purchased Call of Duty black ops 2. I have game pass ultimate and I wanted to play online. The game required the installation of the Nuketown map. I tried downloading it, but it says that my profile has the special content blocked. I don’t hace parental control in my Xbox account and I have my privacy settings configured as adult. I don’t understand why it shows that message. I just want to play online
