Xbox Live rewards punchcard not working

Remember the Live Rewards program is managed by a different company, and not Microsoft.

+ I completed a Punchcard! How do I claim my Reward?

A. If the Reward is Microsoft Points, they will appear under Pending on your MyRewards page by the 15th of the following month. If the Reward is anything other than Microsoft Points, an email will be sent to your contact email listed here with instructions
to redeem your Reward. The Rewards for completion of a Punchcard will vary with each Punchcard offer. Rewards will not be provided during the Punchcard offer period.

All i can say is sit tight for and see what happens around the middle of the month.

Since your purchases were made before the offer had been created, they were not eligible for this offer, which began in October. From the FAQ:

How do I earn Rewards with the Games on Demand Pre-Order Punchcard?



Earn 15,000 Rewards Credits and 5 MyVIP Gems when you pre-order three eligible (see descriptor in next question) digital Games on Demand titles in the Microsoft Store between October 1, 2017 00:00 UTC and December 31, 2017 23:59 UTC. You must pre-order
each game before its shown release date to qualify. Please note that retail Microsoft Store purchases do not apply. Please visit http://www.worldtimeserver.com or another world time database to
determine local time.

The punchcards at their slowest unlock two or three days later so the resident evil 3 punchcard should have rewarded you by now. Let us know if the rewards request form worked and hopefully you submit it today.

In order to get Credits for the Games on Demand punchcard, you must purchase three eligible games. Since you have not done so, you have not yet completed the offer. If you are referring to the Destiny 2 punchcard from Microsoft Rewards, their Rewards program
is separate from Xbox Live Rewards, and we are not fully informed on their offers. You should reach out to their support team for more suitable assistance via the Microsoft Rewards website.
