xbox live rewards and xbox live chat service

the first problem is im trying to register to the rewards programm on the xbox one but its seems like its closed like it says come back later im now trying for a month but it still says come back later is it shut donw or whats happening? and my second question
is why did xbox live closed the hole chat up i liked the chat option it was much quicker and easier

pls answer it quickly as possible

I'd agree with you if the service wasn't required or there were different providers. However, this isn't a cell phone, where you can get a certain model through different service providers. Thus a device review shouldn't include a review of a particular service. Xbox Live is a required service that is a part of the console. Achievements, friends, party chat, etc. etc. are a vital part of the system and are required to have Xbox Live. You say it should be a review of the hardware and UI, but the problem there is that a lot of the UI requires Xbox Live.
