Xbox live only working on one account

Make sure account A has the console set as their Home console.

The home sharing only works on an Xbox One. On an Xbox 360 each account needs a Live subscription.

You say you bought Gold online. Did you buy the family pack or just a single membership? You also say the parental account and the child account is the same?? You cannot have a child account and parental account on the same gamertag. If you have two gamertags
did you buy gold for the correct account? If not then why you cannot connect to Xbox live with the child account. I don't think its possible to transfer Xbox live gold memberships between tags.I would also check the parental controls to make sure that it is
not blocking the Xbox Live connection for the child account. I would also recommend going to this link support.xbox.com/.../contact-us and chatting with someone in the billing and accounts
department , or calling them at 1-800-4-MYXBOX.

Agreed. It sounds like you purchased Gold on the parental account. A Gold membership goes to the account purchasing, and only covers one account.

If this just happened, the billing department may be able to cancel that subscription and give you a code you can apply to the proper account. I'm not sure though.

My brother and I currently have our our unique Xbox Live accounts stored locally on 1 Xbox 360. If we were to transition our Xbox Live accounts to the Xbox One console, would only one of us be allowed to play games? Both of the accounts would be stored
locally to 1 Xbox One console/1 HDD so will this work or would I need to buy 2 copies of the same game just to be able to play on our unique Xbox Live accounts?
