Xbox Live not available Vicenza, Italy

Myself and many others are experiencing the same issue with our Xbox Ones not being able to reach any Xbox Live services. We each have working internet connections and the network/multiplayer tests in settings say everything is good. The only tab available
is home and no online features work. The friends list is there, BUT it looks like a static snapshot of a few days ago (so, not working). We've tried hard resetting our routers and systems with no success. Removing an account from the system does not resolve
the issue as it will become unreachable.

When I try to use the Xbox app from Windows 10, sign in fails and it says that I am not connected to the internet, though I clearly am. It seems like internet services are not being sent/receive between XBL servers and our ISP, Telecom Italia.

This issue began around 5:00 +1 UTC, and has had no change since. Please DO NOT reply to this thread with simply troubleshooting suggestions, this is NOT something that can be resolved at the user level and must be done at the XBL or ISP level.

Internet & multiplayer connection good. Still can't connect to live

from what I've seen many people are having the same issue including friends in my area. Internet connection is fine. Wifi still works great. Xbox says it's good. Yet refuses to connect to Xbox live. Assuming it's an outage and I'm praying someone from Xbox
looks in to this. As far as troubleshooting goes do not tell me to remove mt account and add it back. my friend just did that and can't get his gamertag back because Xbox live is broken. Vicenza, Italy region.

 

MineSweeper not available in Italy

I checked with our Release Manager and he says that it should be available in Italy. If it's crashing, however, that sounds like a technical issue. Do you get any error message or does it just crash?

Everyone experiencing this issue is in the same building and everyone is effected. No one living in other buildings is effected. Everyone in the building connects through the same router, is it possible that someone was banned in our building causing a
block of the entire network below the router? This seems like the only thing that would cause an issue like this on such a specific way.

I'm trying to work with the ISP, but they speak Italian and are not very helpful. Below is my tracert to xbox.com so you have the IPs needed to see how far you can get from the other side. Hopefully that could isolate the issue. Seems like a lot of hops
to me.

I successfully setup a VPN on my router and was able to get online, but this is not the long term solution.
