XBOX Live needed to play Apps and XBOX 360/One Games offline?

Hello,

I've bought an XBOX One X and I wanted to install and play Xbox 360 Games from the disc and what I bought in microsoft/xbox live store.

For the disc part it says you need to download the whole game again which it's confusing me so I wanted to ask some things first.

I've downloaded and installed an app called "Fallout Shelter" and I found out it doesn't let me play without internet connection (Xbox Live needed) though you can play it OFFLINE on Android, IOS and even on Windows 10.

Is there a way to play this games offline in Xbox One X? I've found the "Offline option" but it's still showing me "Xbox live needed".

I have to add that I've got a very limited internet connection and many games need min 5-70 GB so I really don't want to download other Xbox360 offline Games just to find out that these games need "Xbox Live Connection" to play as well.

So my other question is if you can play Xbox 360 / One Games (from disc and bought digital version in store) offline or you always need "Xbox Live" even it's an offline game in general or can you play offline but you have to change some settings at Xbox
One?

Do I need to be connected to xbox live to play the game or can I play it offline?

You need to be connected to xbox live for the apps. As for the games check the offline gaming

I was just wondering why you need to download the whole Xbox 360 game again though you've got the disc to install it.

If you're saying that you need permamently internet conncetion just to start/play and save games to the cloud why there is a xbox feature which you can play OFFLINE Games and save games locally at first place?

For my point of view it doesn't make any sense that you need "permanently" internet connection just to save current progress to the cloud.

And yes in Xbox 360 it's different because it has never asked me for internet question before I can start/play an offline game (disc or digital version) and I could save my current progress locally.

Still I don't get it why there is a xbox feature which you can play OFFLINE Games and save games locally if you need to be online at first place?

If I buy something as disc or digital and try to download a xbox game it should be checked or already known that I've got the "licence" to play that game.
