xbox live multiplayer blocked

My network is working, but the server connection is blocked. I have tried every solution which on the network, but I still cannot connect to the xbox live multiplayer game server successfully. The game I am playing is Horizon 4.

Decide to allow or block joining Xbox Live multiplayer games on Xbox One.

Thats one of the things to allow or block and Ive allowed it. and i still cant access online stuff. it did this a couple months ago.

Is your university's internet fast enough to play multiplayer? If it is, then possibly your university blocked some of the Xbox Live features.
