Xbox live issues

I can sign into xbox live no problem and go through all the home screen and store. The issue comes when i play games, they load fine and i can play them fine but when it comes to multiplayer such as on destiny 2 it tells me i need xbox live when i have it.
I click on purchase where i then get the loading symbol and it doesnt go through, once ive done that i can then play multiplayer parts of the game without purchasing or i change the fireteam from closed to open when it goes through the same process.

it also does this on other games, saying i dont have the necessary xboxlive account to be able to play on line, even on the older backwards compatable games. I cant even sign someone in as a guest to play locally ��

ive cleared the cache a few times and also deleted and re downloaded my profile but still the same happens !! Theres definetly something wrong or that im missing on the account...Please someone help or advise as i cant think of anything else to try....and
yes its a fully paid account that isnt due for another 7 months.
