Xbox Live Error Code 0x800704cf - help!

For the past few months I've been having issues getting my Xbox One S to sign into Xbox live. I'll go in circles getting error code 0x800704cf stating Unable to Connect To Internet At This Time. With persistence (ranging from 5 mins to over an hour) I will eventually get signed in and then zero issues after that. Originally I thought it was a hardware issue. However, I've since upgraded to a Series X, and SURPRISE same issue. I've tried hard resetting the network more times than I can count, console is set to instant sign-on, controller is set to sign in my profile, and I've tried resetting network connections on both Xbox consoles. Nothing fixes it. Only "hot fix" I've been able to find is about a 50/50 chance that opening the Xbox app on my phone at the same time as the Xbox is signing into Live will get the Xbox to sign in too (very odd).

The errors did start right about the time that the Xbox Series X and S came out. Wasn't their an OS update then? Is the new OS and my internet service having a war with one another?

Really starting to pull hair out here. I think I spend over 40 hours in the past few months starring at a screen just waiting to see if I'll get signed in or have to tap A to try again.

Help please!
