  1. Xbox Live Enforcement Broken

I received a ban for messaging someone "inappropriate" language after they had been using profane language for 10 minutes in chat towards me. Then I got a week long ban and that player gets nothing. This is a broken system. I also requested in my appeal
to Enforcement to refund me the remainder of my year long Xbox live membership and cancel it immediately (I'll go buy a PlayStation instead of dealing with this) and they completely ignored me. They just spouted off some line saying even though you're frustrated
it's never acceptable to retaliate. Your system is unacceptable. There's no contact information for the Enforcement department? That's ridiculous. At the very least there should be an email or online chat available. Unless you're going to start monitoring
voice chat, you need to work on how excessive your punishments are for text chat.

    :)

    Xbox Live Enforcement Broken

Doesn't matter who started it,if you respond in a way that violates the ToU/CoC you risk being suspended.

If you reported the other person then they will be investigated although you wont be told the result of that investigation.

As per the ToU/CoC you agreed to you are not entitled to a refund for any lost gold time due to enforcement action you have received.

Once your suspension is over you can ask for a refund for any remaining gold time from support.

The rules are the same over on PSN/PlayStation although you don't get as many chances there before you are banned permanently.

You can contact the enforcement team via a case review on the enforcement site
    here if eligible.

    forced ban on others

There's nothing such as a forced ban. A user can report you, and then the enforcement team will review the case, and If you are found to have broken the Xbox Live Code of Conduct then you will either be banned or suspended.

    XBOX ENFORCEMENT IS BROKEN

All I can tell you is that the only way to get your Xbox reputation out of "Avoid Me" is to
keep playing multiplayer matches without getting reported.
And how are you supposed to do that when there are players that report you for the silliest of reasons.

eg they report you for playing a character they personally dislike in Overwatch, despite the lead developer of Overwatch saying this is not a legitimate reason to report someone.

I've never had an issue with my Xbox Live reputation in all the years I've been on Xbox until I started playing Overwatch.

Since January this year I've had my account rep drop down to "Avoid Me" over a dozen times, all because of the toxicity of the Overwatch player base.

I've had messages from Overwatch players telling me that their entire group were reporting me for playing a character they thought was "useless" despite the fact that we won the match and I had most eliminations and objective time.

I've had other messages from people telling me that they're reporting me for "throwing" (again, despite the fact I had 3 gold medals for the match and that we won), and that they would be reporting me on all of their 6 (SIX!) accounts.

There is absolutely nothing the average player can do to avoid things like this happening, and your only advice is "keep playing multiplayer matches without getting reported"? I'm sorry, but that's not good enough.

The Xbox Live Reputation System is broken. It's being exploited by trolls who seek nothing more than to prevent others from being able to play a game they paid for on a service they're paying for.

Why is it Microsoft are doing nothing to fix the reputation system so that it cannot be so easily exploited?

Why is it Microsoft are doing nothing to punish those who actively exploit it?

Why is it that the only advice ever given is to "play other games"? This is not solving the problem. This is actively avoiding doing anything about it.

Why is it that there are no avenues for review for players whose reputation is being unfairly targeted?

Play other games, especially the free ones (e.g. World of Tanks). Other people have reported to have improved their reputation faster by playing games with large amounts of people per match.
