Xbox live deals pop up and go away quite often through the year and always during the black Friday/ Christmas seasons. For the most part the deals are for anyone and everyone as long as they live within the eligible countries. Just keep an eye out for
deals and pick it up when you can

You can shop around online. I've never paid more than 50% of the cost of Live. You can almost always find deals online for 40 - 50% off. Last year I got Live for 50% off and a free code for Rocket League from CDkeys.com

I would suggest using bing with Microsoft Rewards. You can save up points and buy a year of live without costing you a penny (just a handful of time and dedication)

Deals pop up on your ho e page on the console and in the xbox store all the time specifically for xbox live gold members, I've been a subscriber for over 10 years and have picked up quite few deals through the xbox store, The deals are on at certain times
and are for everyone.

The main deal that was just on was 1 month xbox game pass for £1 and there were also upto 40% off select games in the store through your console.
