    Communications Suspensions
    Communication suspensions are imposed due to inappropriate conduct during communication activities on Xbox Live. This suspension blocks an account from accessing any communication features on Xbox Live, including text messages, voice messages, video communications,
    Skype on Xbox One, in-game chat, and party chat. Communications suspensions are issued for a specified temporary duration, often of 1, 7, or 14 days.

    During a communications suspension the account may continue to access the Xbox Live service, including online multiplayer. At the conclusion of the suspension all communication functionality will be automatically restored.

    If you have received a communication suspension on your account then please log in to https://enforcement.xbox.com and click the hammer icon to see the reason and duration of the action as well as open a Case Review with the PET if available (enforcement
    must be longer than 24 hours).

    If you are wanting to report someone else you can go to their bio and select Report or Block to report them. If it's in regards to a message you received you can click the Report button below the message.

    The XBLPET are the Administrators of Xbox Live. As in they're the police of it. XBLPET stands for "Xbox Live Pertition Enforcement Team". They handle all bans/suspensions. The Link I gave you leads you to them. Post a topic and they will answer you.

    Try removing the account from the console and then re-adding it to see if that clears up the problem.

    As far as I know, Xbox has nothing like that, where you can create a 'community'. I think the closest thing you would find here related to that would be "General Community Discussion" in the Forum Directory with different categories.
