Xbox Live 5 Year Sign In Rule

I've heard that just recently Microsoft changed their service agreement so that you need to sign in every 5 years to maintain your Xbox gamertag. The post I saw of this states that this will happen on September 15th, 2016. The question I have is will the
5 years start on September 15, 2016 so that we will need to wait until 2021 for some gamertags to be reset OR accounts that have already been inactive for more than 5 years will instantly lose their gamertag?

Xbox live is an online service regulated by rules as every online service. Once you accept the rules of The Code of Conduct (at your own will) when you sign in for xbox live you are bound by these rules in order to use the live service.

the five year rule actually starts on september 14 2016 one minute prior to the 15 of that same month. you may change your gamertag anytime. what there really saying is that if you stay inactive then that is how the new rule applies. i hope this answers

Just to add,the 5 year rule started on Aug 30th 2016 for gamertags so the earliest any unused gamertag may be freed up is Aug 30th this year.As from Aug 2019 if the Microsoft account linked to a gamertag doesn't sign in for 2 years it may be freed up.

Even then there is no guarantee that a tag will be made available.

Gamertags are used on several Microsoft services,not just xbox live,so there is no way of knowing whether a tag is in use or not.

Are the 5 years of not signing in to xbox and 2 years of nit signing in to Microsoft related or separated? Also what happens if the account is signed in but has no activity for 5 or 2 years?
